Executive Team

Lynn Bowman, Chief Operating Officer

Lynn Bowman, Chief Operating Officer

Lynn oversees enterprise operations and development of long and short term strategies to assure operational and programmatic excellence, management and control. Previously she served as Vice President of Member and Provider Services at Blue Cross Blue Shield of Massachusetts, Lynn led a team of over 650 employees serving multiple business operations including Members Service, Provider Service, Appeals and Grievances, and Member and Provider Communication. Lynn received her BA from Wheaton College, and is active in the community. She has been closely involved with DOVE (Domestic Violence Ended) in various capacities since 2013, most recently serving as the President of the Board of Directors for this non-profit organization.


Craig Bennett, Vice President and Chief Compliance Officer

Craig provides leadership for Boston Medical Center Health Systems' enterprise-wide Compliance program that includes oversight for Privacy, Billing, Pharmacy 340B, and Research and Conflict of Interest oversight for Boston Medical Center, BMC HealthNet Plan, and Boston University Medical Group. Prior to joining, Craig served as Vice President, Chief Compliance and Privacy Officer at Lahey Health System, a non-for-profit integrated health care delivery system. Craig also served as Director of Corporate Compliance at Beth Israel Deaconess Medical Center, and Director of Compliance and Privacy Officer at Boston Children’s Hospital, both not-for-profit teaching and research hospitals. Additionally, he is a Senior Lecturer at Northeastern University in Boston and teaches courses in Health Care Policy and Health Law.


Yi-An Huang, Chief Transformation Officer

Yi-An leads the organization’s transformation efforts, including how BMC HealthNet Plan and Well Sense Health Plan successfully shares Medicaid risk with providers, reduces administrative burden across the system, and partners effectively with states to deliver healthcare for underserved communities. Previously, Yi-An held different leadership roles at Boston Medical Center and led critical initiatives across population health analytics, strategy, clinical operations, retail pharmacy, and supply chain. Yi-An received a B.A. in economics from Harvard College and an M.B.A. from Harvard Business School.


Chuck Orlando, Senior Vice President & Chief Financial Officer

Chuck joined in the fall of 2017 and serves as Senior Vice President and Chief Financial Officer of Boston Medical Center Health System. Prior to coming here, Chuck was with Tenet Healthcare, where he held multiple roles including Chief Operating Officer for the Northeast region and Interim Chief Executive Officer at several different sites. Prior to Tenet Healthcare, Chuck held senior executive positions at LifeBridge Health System and the Maryland General Health System, an affiliate of the University of Maryland Medical System. He also held roles as Director of Financial Planning at Good Samaritan Hospital and Senior Consultant in the KPMG National Advisory Practice. Chuck holds a BS in finance and economics from Towson University and an MBA from Purdue University.


Kim Sinclair, Chief Information Officer

Kim, who has been with BMC HealthNet Plan since 2002, is responsible for providing leadership and strategic direction for the organization’s Information Technology division. She represents BMC HealthNet Plan in government and industry IT forums in which healthcare related topics are discussed and strategies defined. She is a key contributor to implementing and managing Medicaid and government programs, including national healthcare reform under the Affordable Care Act. Kim is a graduate of Providence College.


Ellen Weinstein, Chief Legal Officer

Ellen provides counsel to help BMC HealthNet Plan and Well Sense Health Plan achieve its ambitious vision for the members and communities it serves. She leads a team of lawyers charged with protecting the organization’s legal interests and advancing its business objectives, and is responsible for all legal matters including corporate governance, regulatory affairs, contracting and transactions, and dispute resolution. She has been with Boston Medical Center Health System since 2008. Ellen received a B.A. from Yale College, a J.D. from Harvard Law School, and completed a fellowship in medical ethics at Harvard Medical School.


Jonathan Welch, M.D., Chief Medical Officer

Dr. Welch leads the Office of Clinical Affairs and oversees quality improvement and strategy, population health strategy and delivery, regulatory adherence, and cost saving initiatives. Dr. Welch has been an attending physician at Harvard Medical School in the Emergency Department at Brigham and Women’s Hospital for the past five years. He received his medical degree from Harvard Medical School and did his residency at Massachusetts General Hospital, Brigham and Women’s Hospital and Children’s Hospital. Dr. Welch received his bachelor’s degree from the University of Wisconsin and a Master’s Degree in Health Policy from the London School of Economics. Prior to starting medical school, Dr. Welch received a Fulbright Scholarship to study multidrug-resistant tuberculosis in Peru with Partners in Health.
